Village Government
The Village of Stillman Valley has a Mayor-Trustee form of government. The Stillman Valley Village Board is comprised of seven officials—the Mayor and six Trustees. Each is elected to a staggered four-year term, with elections every two years. The major responsibilities of the Village Board are:
- To investigate, develop, and adopt policies that provide residents of Stillman Valley with the best possible municipal services.
- To make financially responsible budgetary decisions.
- To provide sound and responsible planning for the orderly growth and the future welfare of the Village.
- To evaluate the efficiency and effectiveness of all Village foundations—water and sewage system, police and fire departments, street improvements and maintenance.

Freedom of Information Act Requests
It is the policy of the State that all persons are entitled to “full and complete information regarding the affairs of the Government and the official acts and policies of those who represent them.” Requests in accordance with the Freedom of Information Act shall be in writing. No specific form is required. Copies of a standard FOIA form are available in the Village Clerk’s Office and on the Village’s website at stillmanvalley.us/foia.
Written FOIA requests may be submitted by mail, fax, email or personal delivery to the Village Clerk’s Office. Records and information will be made available for inspection and copying unless they are exempt under the Freedom of Information Act. Each request will be completed or denied within five (5) working days of receipt. The five (5) day period may be extended up to ten (10) working days if required.
Procedure for Appealing a Denial
Any requester whose request has been denied may file a request for review with the Public Access Counselor no later than 60 days after the final denial.

The first 50 standard black and white paper copies are free, after which the following fees will apply:

- Maps or plats…………………………..$3.00/page
- Certifications……………………………$1.00/page
Materials that require duplication for outsourcing shall be charged based on the cost of copying and reproduction. A deposit will be required for this service.

Budget
Total 2026 Operating Budget:
$3,470,120.00
The Village of Stillman Valley’s fiscal year is May 1 through April 30. The Village Treasurer and Public Works Supervisor are responsible for preparing and administering the annual budget.
The proposed budget is typically discussed at Village Board meetings in November and adopted by the Board in December for the coming year. All of these meetings are open
to the public.
